Job/Research Summary
Advanced level EHS position, having primary responsibility for the development and implementation of NREL's air quality programs and selected EHS programs and projects in support of environmental protection. Interacts with laboratory staff, engineering staff, administrative support staff, senior managers, DOE, and regulatory agencies on a regular basis. Works with minimal direction providing guidance and subject matter expertise in support of air quality-related activities, sustainability, and EHS programs, projects, and tasks.
Job Duties
Responsible for calculating stationary and point source pollutant emissions (including GHGs), performing regulatory analysis, preparation of air quality permit applications, and conducting air modeling analysis.
Preparation of annual emissions inventory and submittals to state and federal agencies.
Development of mobile source emission inventory and coordinating with sustainability staff to identify emission reduction opportunities.
Provide environmental-related construction support services including stormwater inspections, environmental field audits, and construction document design review.
Develop, implement, and maintain assigned environmental programs to address hazards existing at NREL and comply with regulatory requirements. Programs may include such areas as construction-related programs, GRI reporting, environmental permitting and compliance, water programs, or NEPA. As subject-matter expert, provide interpretation and guidance to workers and other EHS Office staff for assigned programs. Program assignments will involve advanced risk assessment activities, conducting compliance reviews of regulations and other requirements, and developing reports on technical work.
Conduct and/or participate in pollution prevention assessments and provide guidance to EHS and Laboratory staff regarding pollution prevention opportunities.
Identify environmental permitting and compliance requirements, and develop and implement a process to meet those requirements.
Provide support and back-up for environmental programs. Responsibilities include maintaining a working knowledge of NREL environmental-related policies, programs, and procedures. May involve implementing requirements of any or all of NREL's environmental programs, such as environmental sampling, field inspections of construction sites and laboratories, or working with research and construction subcontractors.
Conduct or assist in assessments, audits, and inspections of environmental programs conducted by NREL, DOE, consultants or other third parties, or external agencies. Develop and implement corrective actions in response to the assessment findings.
Develop and present training programs in support of air programs and assigned environmental programs. Training presentation methodologies may include live, video, or electronic media. Provide back-up training presentation support in environmental program areas assigned to others.
Serve as a member of the NREL Emergency Response Team, for small to moderate size releases of hazardous materials. Responsibilities include: participating in drills, classroom training, wearing SCBA, spill response and clean-up, maintaining required certifications, and other related activities.
Required Education and Experience
Relevant Master's and 10 years experience or equivalent relevant education/experience.
Additional Basic Required Knowledge, Skills and Abilities
Minimum of ten years of environmental science, EHS, or other relevant experience, including experience implementing air quality programs, demonstrated knowledge of environmental requirements and practices, ability to develop and implement environmental program/project activities, and ability to lead and participate on both intra-office and cross organizational teams.
Demonstrated knowledge of federal and state air quality regulations, major and minor source air permitting techniques, and stationary source emission control technologies.
Demonstrated experience in the application and interpretation of federal and state air quality regulations and state permitting requirements
Demonstrated experience with greenhouse gas (GHG) emission estimation methods.
Demonstrated experience in conducting air dispersion modeling analysis and interpreting results, using a variety of techniques such as Aloha, SCREEN3, SMOKE, etc.
B.S. or M.S. in Chemical Engineering, Mechanical Engineering, Civil Engineering (environmental emphasis), Environmental Engineering, or Environmental Science.
Advanced written and verbal communication skills and the ability to interact with all levels of management and staff, DOE, external agencies, and the public.
Ability to simultaneously plan and manage multiple complex tasks.
Demonstrated proficiency with basic computer software, e.g. Microsoft Outlook, Word, Excel, PowerPoint, Project, etc.
Occasional travel to project sites and meetings. Ability to perform occasional site work that can involve extreme weather conditions, moderate physical exertion, and travel to geographically remote sites
Ability to walk up to one mile continuously; able to stand continuously for two hours; able to lift and carry forty-five pounds. Willingness and ability to participate in emergency response team activities, including the ability to wear a full-face respirator and Level B protection with Self-Contained Breathing Apparatus.

Reports to EH&S Manager and facility personnel all EH&S issues that impacts facility operations.
Responsible for the timely preparation and/or oversight required for routine and non-routine reports to regulatory agencies.
Monitors EH&S programs that are in effect and insure all facilities are in compliance with those programs. Evaluates, develops, and recommends new and EH&S programs for integration into facility operations.
Conducts annual EH&S audits to ensure continued compliance and offer recommendations for changes to enhance EH&S compliance.

Position Requirements
Bachelor degree, preferably in environmental science, engineering, chemistry or related field.
At least 3 years of EH&S power plant or similar industry experience is preferred.
Driving on company business is a requirement of this position and as such, the incumbent shall have and maintain a valid driver's license.
Overnight and short-term travel on company business is an expected part of this position, 25% travel to other facilities and off-site activities.
Perform repetitive and non-repetitive physical duties. Requires lifting, pushing, pulling, stretching, bending, climbing, working in awkward positions, and lifting up to 25 lbs.
General Skills & Qualifications
General knowledge of power plant operations, including the interrelationship of environmental impacts and compliance with operation and maintenance functions.
General knowledge of EH&S legislation and regulation, and working knowledge of monitoring and reporting requirements involving air, water, hazardous materials and waste management, storm water pollution prevention, oil spill prevention, control and countermeasure, etc.
