Main Purpose of Job

\nThe Environmental Program Manager I will act as Section Head in the Water and Science Administration, Enforcement Division to assist in the management of an effective statewide program unique to the Water Management Administration related to inspections, investigations and sampling to determine compliance with water pollution control laws and regulations. The incumbent in this position will assist in establishing overall policies and procedures for the Compliance Program, oversee their implementation and decide on appropriate revisions. The incumbent in this position will also be responsible for the supervision of professional and technical staff in planning, initiating and tracking inspections and associated compliance and enforcement activities. The Environmental Program Manager I will establish goals, standards and controls to ensure that the compliance objectives are accomplished. The incumbent will plan, coordinate, supervise and evaluate the work of the District Manager and lead inspectors in their division. Key elements of this position include managing sensitive and controversial compliance issues, participating in meetings with citizens and/or violators, ensuring grant commitments are met, coordinating with other programs in WSA, the Attorney General's Office, other State agencies, EPA, and elected officials, company leaders, consultants, and the general public.\n\n\nThe working conditions of this position involve exposure to uncomfortable or unpleasant surroundings. This position involves site inspections of industrial construction sites and wastewater treatment plants. Position involves exposure to hazardous conditions which may result in injury. Site inspections may involve industrial construction sites and wastewater treatment plants. The work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. Site inspections may necessitate walking over rough terrain in adverse weather conditions. This position also requires the use of protective equipment such as goggles, gloves, masks, etc. during site visits.\n\n\n\n

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university including 30 credit hours in engineering or the biological, environmental or physical sciences.\nExperience: Three years of experience supervising a professional staff or as a project supervisor in the Water Management field of work.\nNotes:\n1.Candidates may substitute additional experience in engineering,public administration or law as related to environmental healthon a year-for-year basis for the required education.\n2.Applicants may substitute registration as an Environmental Sanitarian or as a Professional Engineer for the required education.\n3.Applicants may substitute one additional year of experience in engineering, public administration or law related to environmental health for the 30 credit hours of required education.\n4.Candidates may substitute U.S. Armed Forces military serviceexperience at a rank of Corporal/Petty Officer or higher as acommissioned officer inEnvironmental Engineering and NaturalResources classifications or Environmental Engineering andNatural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education andexperience.\n
