Purpose
Join our Rates & Regulatory team as a Project Manager, Lead Regulatory Analyst, supporting our California Electric and Water utilities. In this role, you'll lead critical regulatory projects, including managing applications and rulemakings before the California Public Utilities Commission (CPUC). You'll oversee internal and external audits, develop and maintain forecast models for regulatory filings, and play a key role in preparing testimony and serving as a witness in regulatory hearings. You'll also support other witnesses, manage data requests, and ensure consistency and quality across responses. Success in this role means building strong relationships with key stakeholders-including the CPUC-to drive positive outcomes in proceedings and enhance Liberty's reputation.
Accountabilities
- Lead cross-functional teams and serve as project manager for regulatory applications and rulemakings across all three California utilities, ensuring timely, high-quality filings
- Build and maintain strong working relationships with key external stakeholders, including the California Public Utilities Commission (CPUC) and other governmental agencies
- Prepare and deliver clear, compelling presentations to internal stakeholders to effectively communicate Liberty's regulatory strategies and filings
- Oversee the internal and external audit processes for all California utilities, coordinating with cross-functional teams and ensuring thorough preparation and response
- Represent and defend the company's positions in audit discussions, while fostering productive relationships with internal and external auditors
- Lead teams in developing and managing rate forecasts and financial models that support regulatory filings and business planning
- Ensure forecasting models are accurate, insightful, and aligned with business needs-providing leadership with the information necessary to make informed strategic decisions, and continuously enhance and refine models as needed
- Take on additional responsibilities and special projects as requested by leadership
Education and Experience
- Bachelor's degree in a related field or an equivalent combination of education and experience
- 5+ years of relevant professional experience, ideally within a regulatory, utility, or public policy environment
- At least 1 year of experience leading teams, managing projects, or coordinating cross-functional initiatives
- Strong business acumen with a solid understanding of how regulatory decisions impact utility operations, financial performance, and long-term strategy
- Familiarity with regulatory processes, filings, and proceedings-experience with the California Public Utilities Commission (CPUC) is highly preferred
- Proven ability to manage complex projects, prioritize tasks, and meet critical deadlines in a fast-paced environment
- Exceptional communication skills, with experience presenting to internal stakeholders and working with external agencies or partners
- Strong analytical and problem-solving skills, with experience developing and maintaining financial or forecasting models
- Collaborative leadership style with a focus on building relationships, driving results, and influencing outcomes

Compensation
Expected pay: $102,004 - $127,505 per year
Full salary range $102,004 - $153,006 per year
- Liberty considers several factors when extending an offer, including but not limited to, the role and responsibilities, a candidate's work experience, education, training and skills, and geographic location. Base pay for this role is expected to fall within the min to mid-point.
