Under general direction of the Program Manager, the Program and Project Supervisor (PPS) is responsible for planning, organizing and directing the work activities of the Telco, Energy, CEQA Fraud Section towards meeting UEB's goals and objectives. This includes supervising, mentoring, and developing staff expertise. The incumbent supervises analysts who are expected to be highly skilled in identifying trends, detecting wrongdoing, gathering and analyzing data, and developing evidence in order to undertake prosecutions of utilities who defraud consumers with false or misleading advertising, bait-and-switch tactics, slamming, cramming and/or other types of unfair and unlawful business practices.

The PPS is expected to ensure that staff develop and maintain a thorough understanding of consumer protection provided by state and federal laws, rules and regulations - including the California Public Utilities Code, the California Business and Professions Code, the United States Code, the Code of Federal Regulations, Commission general orders, resolutions and decisions, as well as the various administrative, civil and criminal enforcement options available to protect consumers.

The PPS is required to employ strong decision making ability, excellent communication and conflict resolution skills, and strong supervisory ability in achieving high performance and productivity. PPS is expected to develop and maintain professional and productive work relationship with the Legal Division, the ALJ Division, Commissioner Advisors, each of the industry divisions and the Division of Ratepayer Advocates. The PPS is required to develop a working knowledge of administrative policies and performance management tools.

Working Conditions

This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week. Hybrid positions may be eligible for telework under California Government Code Section 14200 for eligible applicants residing in California. In accordance with CPUC Telework Policy, telework arrangements are subject to change and may be reevaluated at any time.
