Under general supervision of the Director of Public Works, the position performs a variety of administrative and inspection duties, including, but not limited to managing and inspecting Capital Improvement Projects. The position requires coordination and implementation on a variety of public works projects and provides highly responsible and complex administrative and technical support to the Public Works Department.

  • Assists in the planning & the coordinating of the day-to-day operations and project management progress.
  • Manages assigned Capital Improvement Projects, responsible for supervising and inspecting utility new construction, facilities and repair of infrastructure.
  • Performs assignments requiring the application of intensive and diversified knowledge of construction and management principles and practices relating to capital projects.
  • Prepares plans and specifications for bids, administer construction contracts and coordinate with vendors, contractors, engineers, and other agencies that may be involved.
  • Provides and coordinates training for department personnel as needed.
  • Performs work with relative independence and judgment with initiative required to meet department operating requirements.
  • Reviews testing data and prepare inspection reports.
  • Reviews drawings and specifications for a variety of municipal projects.
  • Inspects various civil construction sites to ensure compliance with technical specifications and contract documents.
  • Records and submits all daily construction activities on reports and drawings, which include full and specific details on progress, plan modifications, equipment usage, materials, labor, etc. Attaches photographs to reports.
  • Verifies materials used are in accordance with project specifications.
  • Ensures contractor has properly notified residents of construction in the area.
  • Responds to inquiries from the general public, civic groups, contractors, technical professionals and businesses.
  • Assists other departments and performs other duties as assigned.
MINIMUM JOB QUALIFICATIONS:
EDUCATION & EXPERIENCE
High School diploma or GED and ten (10) years of experience in water distribution, collections, and/or construction experience in pipe laying, paving or equivalent and experience with safety, training, and operation of equipment and experience with safety, training, and operation of equipment.
LICENSES & CERTIFICATIONS
Valid Texas class C drivers license is required with a good driving record.
PREFERENCES:
  • An associate degree in construction technology, engineering or related field is desired.
  • Certified Public Infrastructure Inspector certification is desired.
  • Experience in operations, construction and or inspection of pump stations, treatment plants and water storage facilities.

  • To work in inclement weather, after hours, weekends and holidays as required.
  • To exercise judgment, decisiveness, and innovation in situations involving evaluation of information.
  • Read and interpret construction blueprints, plans and drawings.
Knowledge in the following:
  • Modern and complex principles and practices of record keeping.
  • Construction and development principles and practices.
  • Understanding of computers and related equipment, hardware, and software.
Skilled in the following
  • Good managerial skills developed through administrative and supervisory responsibility in the public works field.
  • Analyzing data and making recommendations regarding projects and expenditures.
  • To perform the essential functions of the job, must be able to:
    • manage multiple projects, meet deadlines, prioritize, and organize work assignments.
    • must have excellent supervisory, problem solving, organizational and leadership skills.

WORKING CONDITIONS :
  • Ability to lift up over 40 pounds on a regular basis.
  • Visual acuity, speech and hearing, hand/eye coordination and manual dexterity necessary to operate tools and equipment associated with the job.
  • Abe to drive a vehicle.
  • May be exposed to moving traffic, extreme weather conditions, hazardous chemicals, fumes, heights, confined spaces, trenches, air and water-borne pathogens, body fluids, infectious diseases, rodents and insects.
