The Program Manager (Utilities) serves as an advisor on utility services, contract support, and budget strategy, focusing on reducing operational costs, enhancing resource efficiency, and promoting long-term environmental and institutional resilience across the Smithsonian Institution.
In this position, you will:
- Supports the execution and coordination of the Smithsonian Institution's utilities program.
- Provides analytical and administrative support for utility contracting, acquisition, and billing activities.
- Develops and maintains budget projections, expenditure summaries, and funding status reports to support annual and multiyear planning.
- Prepares clear documentation and explanations to support transparency and consistency in reimbursable billing practices.

Qualifications
Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-11 level in the Federal Service. For this position specialized experience is defined as supporting the planning, tracking, and coordination of utility services (such as electricity, natural gas, steam, chilled water, and water/wastewater); collecting and analyzing utility consumption, cost, or billing data to support budgets, forecasts, or reporting; coordinating with internal staff, utility providers, or contractors; and assisting with energy related activities such as efficiency, reliability, or conservation initiatives.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
