GENERAL DESCRIPTION:

Serve as the Statewide Energy Program Manager for the Wyoming Military Department , leading initiatives that improve energy efficiency, reduce utility costs, and support the long-term sustainability of military facilities across Wyoming. As the subject matter expert on federal and state energy and water conservation requirements, this position plays a critical role in ensuring compliance with applicable laws, regulations, and executive orders while advancing strategic energy management goals.

Key responsibilities include conducting energy audits and surveys, identifying and implementing energy conservation projects, reviewing and evaluating project proposals, and developing engineering recommendations to improve facility performance. This position manages utility metering infrastructure statewide, analyzes energy and water consumption data, performs life-cycle cost analyses and savings-to-investment calculations, and monitors utility rates and usage to identify opportunities for cost savings and operational improvements.

The Energy Program Manager collaborates with facility managers to implement best practices that reduce resource consumption, responds to Army and National Guard Bureau data requests, and prepares a variety of required reports for federal and military reporting systems. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at this job level.

  • Manages the Statewide Energy Program. Functions as the Subject Matter Expert for all applicable federal and state laws, executive orders, and regulations related to energy and water conservation.
  • Initiates and Implements projects identified as feasible in energy audits/surveys.
  • Reviews approve or reject energy project submittal.
  • Conducts Energy Audits and Surveys.
  • Submits Quarterly reports for Energy & Water Reporting Systems, Solid Waste, Installation Status Report, and all DoD applicable databases.
  • Produces Life Cycle Cost Analysis, Savings to investment ratios, and other reports and completes necessary forms for energy conservation projects.
  • Monitors and maintains the utility meter infrastructure across all facilities statewide.
  • Uses data from the metering program to troubleshoot utility deficiencies and make recommendations for improved energy efficiency.
  • Responds to Army and National Guard Bureau data calls.
  • Conducts utility cost and use analysis.
  • Compiles and submits energy engineering recommendations.
  • Works with Military Facility Managers to implement energy audit findings, practices, and procedures to reduce consumption.
  • Analyzes and negotiates revisions of utility rates with utility companies.
  • Additional Duties AS assigned.


PREFERENCES :

Bachelors degree in applied sciences or 5 years experience in construction planning.
General concept and understanding of military structure.
Intrinsic motivation to complete tasks.
Understanding/experience in construction software programs.

KNOWLEDGE :

  • Knowledge of comprehensive energy and utility planning focused on providing sustainable, cost-effective, and resilient solutions.
  • Knowledge of energy audit standards, demand response activities, and energy resilience initiatives.

  • scope of work development and procurement
  • principles and methods of energy analysis, design, and layout involved with the full suite of utilities used in commercial buildings and services.
  • Possess and maintain a valid U.S. Drivers License.
  • Must be able to pass a Federal Background Check.


MINIMUM QUALIFICATIONS:

Education: Bachelor's Degree (typically in Business) Experience: 0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I Certificates, Licenses, Registrations: None
PHYSICAL WORKING CONDITIONS:

  • The Energy Manager position is primarily performed in a standard office environment utilizing typical office equipment, though regular fieldwork and site visits across the installation are required.
  • Valid drivers license required.
  • These site visits necessitate walking, standing, and occasional bending or stooping, and may expose the incumbent to varying weather conditions and potential hazards present on construction sites requiring appropriate Personal Protective Equipment (PPE).
  • The position demands prolonged periods of sitting while working at a computer, with moderate lifting of light objects and a need for close visual acuity and fine dexterity.
  • Occasional travel may also be necessary for training or meetings at other locations.
