POSITION SUMMARY

Under general supervision, performs daily work assignments for the Engineering Division of the Utilities Department in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

RECRUITMENT QUALIFICATIONS

Required:

  • High school graduation or GED equivalent;
  • Three (3) years of increasingly responsible experience in utilities and/or public works construction engineering, technical inspections, or a related field;
  • Valid New Mexico Driver's License with a driving record acceptable to the City of Alamogordo;
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Required within sixty (60) days of hire date:

  • Successful completion of NM811 training (Excavation Law Class).

Required within one (1) year of hire date:

  • Backflow Prevention Assembly Tester certification.

Required upon completion of two (2) years of work zone experience:

  • Traffic Control Supervisor (TCS) certification.

Desired:

  • Experience with the technical and administrative aspects of public works inspections.
  • APWA Certified Public Infrastructure Inspector certification.
  • NICET II certification or TTCP certification.
  • Department of Transportation (DOT) Operator Qualification (OQ) certification.
  • Water or Wastewater certifications issued by the New Mexico Water Quality Control Commission.

PRIMARY DUTIES AND RESPONSIBILITIES

Essential Duties

  • Reviews plans and serves as the inspector for utilities and subdivision projects, including but not limited to water line installation, dirt work, sanitary sewers, stormwater systems, bridges, concrete structures, paving, and franchised utility work, to ensure compliance with approved plans and specifications and enforces the currently adopted edition of the American Public Works Association (APWA);
  • Records general and detailed conditions through reports, photography, and videography;
  • Monitors and records construction activity, including testing, results of phasing, and equipment and safety standards;
  • Reviews and evaluates plans, specifications, and shop submittals for compliance with federal, state, and city requirements prior to project construction;
  • Reviews residential and commercial building site plans and specifications for compliance with adopted codes and city ordinances;
  • Refers discrepancies to appropriate project staff members;
  • Uses electronic and/or paper utility maps, engineering plans, and other drawings to assist in
  • determining the actual location of City-owned underground utilities;
  • Reviews, conducts research, and collects data from electronic and paper maps to provide the best response to locate requests;
  • Assists with updating, revising, designing, and maintaining the City's Geographic Information
  • System (GIS) maps, codes, and reports;
  • Collects field data using a Global Positioning System (GPS) or other equipment as needed;
  • Attends and participates in a variety of project meetings, including pre-bid, pre-construction, and post-construction;
  • Provides responsible and complex technical support for public works projects;
  • Investigates complaints and recommends corrective action as necessary for resolution;
  • Answers questions in person and on the telephone regarding compliance;
  • Monitors and records a variety of construction activities, including testing and safety standards;
  • Ensures correct and accurate installation of equipment and construction materials;
  • Reviews and approves backflow assembly initial and annual tests performed by private contractors;
  • Conducts backflow assembly site surveys;
  • Enforces City Ordinances relating to cross-connection prevention, excavation, permits, and curb cuts;
  • Prepares, reviews, and updates standard operating procedures;
  • Prepares, reviews, and updates a variety of reports including Inspector Daily Reports, monthly pay estimates, and project status reports;
  • Ensures that office workspace, vehicle, and equipment are clean, safe, and in good working order; promptly reports the need for supplies and/or vehicle and equipment maintenance to the Engineering Manager;
  • Protects equipment against weather, theft, and accidents;
  • Performs field measurements and prepares notes and sketches in both the electronic and handwritten format of utilities which are shown incorrectly on maps and drawings and conveys this information to technical staff responsible for maintenance of maps and drawings;
  • Maintains accurate recordkeeping by entering notes and closing out jobs on the computer;
  • With proper certification, responsible for proper traffic control compliance using the Manual of Uniform Traffic Control Devices (M.U.T.C.D.) standards to ensure employee safety with equal considerations for public safety and convenience;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills;
  • Interacts professionally and provides excellent customer service to all levels of City staff and citizens to ensure high operational and service standards; and
  • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

OTHER IMPORTANT DUTIES

  • Assists the Utility Line Locate Technician with technical field work involving and documenting utility locate requests from NM 811 One Call Center (NMOC). Accurately locates and marks the City's underground fiber, potable water, reclaimed water, stormwater, and wastewater utilities at various locations throughout the City's service areas and within regulated time limits specified in NMAC 18.60.5.13;
  • Must obtain and maintain all required licenses and/or certifications;
  • Maintains the confidentiality of information obtained during the performance of duties;
  • Safely operates a City vehicle; and
  • Performs such other duties as may be assigned.
